The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The departments understanding of the facts and circumstances may change as additional evidence is collected and analyzed.
On January 17, 2019, at 11:06 a.m., the Sacramento County Sheriff’s Department was notified Elk Grove Police Department Officers were in the 8000 block of Orchard Loop Lane and involved in a shooting.
Elk Grove Police Officers and Sheriff’s Deputies responded to the scene to assist the officers. Upon arrival, deputies discovered there were two officers riding in a fully marked Elk Grove Police Department vehicle when they contacted a male who was on foot in the area. Preliminary information obtained indicates the officers saw something protruding from inside the sleeve of the suspect’s jacket and into his hand. The object resembled the barrel of a handgun. Bearing their observations in mind, the officers exited their vehicle to make contact with the suspect as he walked away. The suspect brought his hands close to his waistband then upon being contacted he moved his hands from his waist area and quickly turned toward the officers. Fearing for his safety, one of the officers closest to the suspect discharged his service weapon at the suspect. The suspect was handcuffed and taken into custody without further incident.
Initially, it appeared the suspect was not struck by the bullet fired by the officer. It was later discovered the suspect sustained a minor graze wound on his upper body. The suspect was treated at a local hospital for his injury.
The item initially observed by the officers was dropped by the suspect during the shooting and was found to be a large (approximately 10”), dark-colored grill utility lighter. The lighter had a trigger mechanism and long wand (black in color), which was consistent in appearance to the barrel of a revolver.
Sheriff’s Department Homicide Detectives, Crime Scene Investigators, and Elk Grove Police Department Internal Affairs Investigators responded to the scene to begin the officer-involved shooting investigation.
This incident occurred in an area in close proximity to the border of the City of Elk Grove but within the County of Sacramento, therefore this investigation will be handled by the Sacramento County Sheriff’s Department.
The suspect has been tentatively identified as a 25-year-old Caucasian male from Sacramento. His name and photo will be released upon confirmation of his identity and booking into the Sacramento County Main Jail.
The officer involved in the shooting is a 19 year veteran of law enforcement and has been with the Elk Grove Police Department since 2006. In accordance with Elk Grove Police Department policies and procedures, the officer involved in the shooting will be placed on administrative leave.
